OFFICIAL DONATION CAMPAIGN RULES (the “Rules”)

1. DONATION CAMPAIGN PERIOD. The donation campaign commences on February 24, 2026 at 4:00 p.m. EST and ends at 11:59 p.m. EST on March 15, 2026 (the “Donation Campaign Period”). 

Donations received during the early bird period open from February 24, 2026 at 4:00 p.m. EST and closes at 11:59 p.m. EST pm on March 3, 2026 (the “Early Bird Period”) will also be eligible to win the Early Bird Prize (as set out below).

2. ELIGIBILITY. The Donation Campaign is only open to individuals who are (a) legal residents of Ontario, Canada, and (b) eighteen (18) years of age or older at the time of entry. Entries are limited to individuals only; commercial enterprises and business entries are not eligible. By donating to the Soccer For All Donation Campaign, each participant unconditionally accepts and agrees to comply with and abide by the terms and conditions stated in these Rules, which shall be final and binding in all respects, agrees to be bound by the decisions of the Campaign Partner, and warrants that she/he/they is eligible to participate in the Donation Campaign.  Employees of City of Toronto (the “Donation Campaign Partner”) directly involved in the planning and execution, administration and conduct of the Donation Campaign, International Association Football Federation (“FIFA”), Maple Leaf Sports and Entertainment (“MLSE”), Rafflebox and Toronto Foundation and their affiliates and advertising and promotional agencies (collectively, the “Public Donation Entities”) and the immediate family of such employees and persons with whom such employees are domiciled are not eligible to enter the Donation Campaign or win a Prize. “Immediate family” is defined as parents, siblings, children or spouse.

In addition, the Mayor of Toronto, all Members of Toronto City Council, and any person employed by, volunteering for or working for the Office of the Mayor or the Office of a Member of Council and the immediate family members and any persons domiciled with any of the foregoing, are not eligible to enter the Donation Campaign or win a Prize.

Note that in order to receive the Donation Campaign Prize (described below), an entrant must have access to the FIFA World Cup 2026™ App, which can be downloaded for free from app stores.

3. HOW TO ENTER.  There are two (2) ways to enter the Donation Campaign:

(a) Visit INSERT URL during the Donation Campaign Period and follow the on-screen prompts to provide your contact information and make a donation of at least $26 to the Soccer for All Legacy Program:

Donations at this level will also receive one (1) commemorative FIFA World Cup™ 2026 Toronto item (as determined by Partner and subject to availability)

Entries will be awarded based on the amount of a single donation; combined / cumulative donations do not qualify. By way of example, if an entrant makes three (3) separate donations of $50 each, the entrant will receive a total of thirty (30) entries; the separate donations cannot be combined to receive the number of entries associated with a single donation of $150.Tax receipts will not be issued for donations for which entries are awarded.

Participants will receive an email confirmation at the email address provided in connection with the donation. All donations are final and non-refundable unless otherwise set out herein. Individuals who donate $260.00 or more will have the FIFA World Cup 2026™ Toronto item shipped to the address provided at the time of completing the donation entry.

All entries much include the full name, phone number and email address of the entrant. These details will be used to contact the winners only.


All submissions and photos must be the original work of the entrant. Each successful handwritten and original submission, as directed herein, will receive the applicable number of entries to the Donation Campaign as noted above. Essays must be written about the identified topic and be an original handwritten essay; photos must reflect the theme as set out above. Typed or copied submissions and submissions created with the assistance of, or generated by, AI tools (including LLMs, chatbots, etc.) are ineligible. To qualify, the essay and photos must be in good taste and keeping with the Donation Campaign Partner’s values, as determined by the Donation Campaign Partner in its sole discretion. In addition, photos must not include any trademarks, logos, or copyrighted materials, or advertise or promote any brand or product and must not contain materials embodying the names, likenesses, photographs, or other identifying elements of any person, including, without limitation, celebrities and/or other public or private figures, living or dead, without express written permission from the person or persons (or their parent/legal guardian for minors) depicted in the entry.  Illegible submissions will not be accepted. No typed, copied, mechanically reproduced or computer-generated submissions or submissions created with the assistance of, or generated by, AI tools (including LLMs, chatbots, etc) is not permitted. Essays and photos become the property of the Donation Campaign Partner and will not be acknowledged or returned.

All entries, regardless of method of entry must be received within the Donation Campaign Period to ensure entry into the draw for a Prize (as described in Section 5). Entrants must provide all required information to be eligible. No purchase entry submissions must be postmarked March 15, 2026 and received by March 25, 2026 to be eligible and included in the main draw and postmarked March 3 and received by March 10, 2026 to be eligible and included in the Early Bird draw.  


By donating to the Soccer For All campaign, participants acknowledge that they have read and understand these Rules and accept and agree to be bound by these Rules, including eligibility requirements, and that the decisions of the Donation Campaign Partner are final, binding and conclusive on all matters relative to the Donation Campaign.


The Donation Campaign Partner is not responsible for late submissions or technical issues that otherwise might prevent campaign partner’s receipt of any entry submissions. Partner is not responsible for technical issues that otherwise might prevent recipient’s receipt of any entry confirmation.

Maximum of one (1) Prize per person, regardless of number of entries.

Prizes include invitations to a FIFA World Cup 2026™ Toronto match only. Any costs or expenses incurred by the winners in claiming or using their prizes will be the responsibility of the winners (including travel and hotel accommodations). Prizes must be accepted as awarded; no cash substitutes. Donation Campaign Partner reserves the right to substitute a prize of equal or greater value if stated prize becomes unavailable.

Odds of winning an Early Bird Prize will depend on the total number of eligible entries received during the Early Bird Period; odds of winning any other Prize will depend on the total number of eligible entries received during the full Donation Campaign Period.

5. PRIZE CONDITIONS.  The Donation Campaign Partner is not responsible if a Donation Campaign Winner does not use the Prize on the day of the event or if the event is rescheduled or cancelled in its entirety. The Donation Campaign Partner is responsible only for providing the Donation Campaign Prize delivery and not the Donation Campaign Prize’s utility. Lost or stolen event tickets to the event, once they are in the possession of the Donation Campaign Winner or her/his/their guests, will not be replaced. The Donation Campaign Partner is not responsible if the Donation Campaign Winner or her/his guests do not use any portion of the Donation Campaign Prize. Any and all federal and/or provincial tax liabilities as a result of acceptance of all or any portion of the Donation Campaign Prize, as well as any other fees, costs and expenses not specified herein as being awarded are the sole responsibility of the Donation Campaign Winner. The Partner is not responsible for any additional costs or expenses beyond those specified as part of the Donation Campaign Prize. This includes any incidental expenses such as meals, beverages, transportation, and other personal costs, which are the sole responsibility of the Donation Campaign Winner and his/her/their guest.  The Donation Campaign winner may not sell or otherwise transfer the Donation Campaign prize. Any attempted resale, transfer, or assignment of the Prize or any component of the Prize will result in immediate forfeiture, and the Donation Campaign Partner will have no further obligation to the selected entrant or any other person. The Donation Campaign Winner and her/his/their guest are responsible for all transport and travel expenses related to attending the event.  

By accepting the Donation Campaign Prize, the winner agrees to comply with all applicable federal, provincial, and local laws, regulations, and ordinances, as well as all rules, policies, terms, and conditions of entry established by FIFA, the event organizer, the host stadium, and any participating venues or authorities (collectively, the “Event Authorities”). The winner acknowledges that the Event Authorities may impose additional conditions of entry, including but not limited to security procedures, prohibited item lists, codes of conduct, and ticket‑use restrictions. Failure to comply with any applicable laws or the requirements of the Event Authorities may result in denied entry, ejection from the venue, revocation of tickets, or other penalties imposed by the Event Authorities, for which the Sponsor shall not be liable. The Donation Campaign Winner is solely responsible for his/her/their dress, behaviour and/or comportment as well as that of his/her/their guest. Inappropriate activity of the Donation Campaign Winner or her/his/their guest may result in removal from the event venue or disqualification on the use of the Donation Campaign Prize. The Donation Campaign Partner does not provide any type of insurance whatsoever and therefore, obtaining any insurance, including but not limited to travel insurance, trip delay, health, accident and/or medical insurance, and property or luggage loss or other damage insurance is the sole responsibility of the Donation Campaign Winner and shall be procured at the sole expense of the Donation Campaign Winner, if applicable. The Donation Campaign Partner makes no express or implied warranties of any nature whatsoever with respect to safety, or performance, of the event, or that the event will be performed as scheduled. The Donation Campaign’s Partner’s sole obligation is to conduct the Donation Campaign in accordance with these Rules, and to award the Donation Campaign Prize in the manner set out in these Rules.

6. DRAW AND PRIZE DISTRIBUTION.

There will be two (2) draws (performed electronically using a random number generator) which will take place on:

Early Bird Draw: March 17, 2026 at approximately 11:00 a.m. EST

Main Draw: March 27, 2026 at approximately 11:00 a.m. EST

Eligible donations for the Early Bird Draw which are not selected will be eligible for the Main Draw.  Maximum one (1) Prize per entrant.

The Donation Campaign Winners will be selected by random draws from among the eligible donations received during the Early Bird Period or Donation Campaign Period, as applicable.  Within the [two (2)] day period following the applicable draw, Donation Campaign Partner (or its designated representative) will attempt to contact the selected entrants by email or by telephone, using the email address or telephone number (as appliable) provided with the selected entry. In the event that, for any reason, Donation Campaign Partner (or its representative) cannot contact a selected entrant within a [two (2)] day period following the first notification, such selected entrant may be disqualified, and Donation Campaign Partner may, at its sole discretion, conduct a new random drawing from all remaining eligible entries to identify another potential winner who will be subject to disqualification in the same manner. The Donation Campaign Partner will not be responsible for selected entrants who cannot be contacted or who do not respond in a timely manner.

Before being declared a Donation Campaign Winner and being awarded a Prize, selected entrants will be required to correctly answer, without assistance of any kind, whether mechanical or otherwise, a mathematical skill-testing question.  In addition, before being declared a Donation Campaign Winner and being awarded a Prize, selected entrants may also need to provide proof of eligibility as determined by the Partner in its sole discretion. Selected entrants will also be required to sign and return within [two (2)] business days a declaration and release form (the “Release Form”), which (among other things): (i) confirms compliance with these Rules and acceptance of the Prize as awarded without substitution; (ii) releases the Pubic Donation Entities, their its affiliates, advertising and promotional agencies, and each of their respective shareholders, directors, officers, employees, agents, dealers, representatives, successors and assigns from any liability in connection with the Donation Campaign, the selected entrant’s participation therein and/or the awarding and use/misuse of their Prize or any portion thereof; and (iii) agrees to the publication, reproduction and/or other use of their name, address, voice, statements and/or photograph or other likeness, without further notice or compensation, in any publicity or advertisement carried out by the Partner in any manner whatsoever, including print, broadcast or the Internet.   

Guests (or the parents/legal guardians of any legal minors) of the Donation Campaign Winners may also be required to complete and return a liability and publicity release before tickets or other components of the Prize will be awarded.

Declining a Prize, failing to correctly answer the mathematical skill-testing question, failing to return the properly executed Release Form within the time period indicated on the Release Form or otherwise failing to comply with these Rules will cause the Prize to be forfeited and a new winner selected in accordance with the process for the Prize, as described above. The notification to potential Donation Campaign Winners will include instructions for how to contact the Donation Campaign Partner to provide name, address and other information that may be required to complete validation of eligibility and delivery of the Donation Campaign Prize. No liability is assumed for any notification that is lost, intercepted or not received by the Donation Campaign Winner for any reason. To collect a Donation Campaign Prize, Donation Campaign Winners will need to download the FIFA World Cup 2026™ mobile app to retrieve invitation (tickets). The Donation Campaign Partner will arrange for the transfer of the Donation Campaign Prize via the FIFA World Cup 2026™ app to the e-mail address or phone number designated by the Donation Campaign Winner. 

Donation Campaign Partner will communicate publicly on the official Donation Campaign website, via social media and media inquiries, the selected entrants’ first name, last name initial and City of residence to ensure transparency of process. No other personal details will be disclosed at any time by the Donation Campaign Partner without verbal consent from a Donation Campaign Winner.

In the event of a dispute, all email entries will be deemed to have been submitted by the owner of the email account referenced in the entry.

GENERAL CONDITIONS

7. All entries become the property of the Donation Campaign Partner. Any entry that is illegible, incomplete, altered, or contains false information, is invalid. The Donation Campaign Partner is not responsible for lost, stolen, delayed, damaged or misdirected entries or for any problems or technical malfunction of any internet or telephone network or transmission during the Donation Campaign Period.

8. Except where prohibited or restricted by law, a Donation Campaign Winner's acceptance of, and her/his/their guests’ participation in, the Donation Campaign Prize, or any portion thereof, constitutes the Donation Campaign Winner’s and her/his/their guests’ agreement, permission and consent for the Donation Campaign Partner and any of their designees to use and publish the Donation Campaign Winner's and her/his guests’ full name, city residence, photographs or other likenesses, pictures, portraits, video, voice, testimonials, or statements made by the Donation Campaign Winner or her/his guests regarding the Donation Campaign, participation in the Donation Campaign Prize or otherwise, worldwide and in perpetuity for any and all purposes, including, but not limited to, advertising, publicity, trade or promotion on behalf of the Donation Campaign Partner, in any and all forms of media, now known or hereafter devised, including, but not limited to, print, TV, radio, electronic, cable, or World Wide Web, without further limitation, restriction, compensation, notice, review, or approval. The Donation Campaign Winner is solely responsible for acquiring her/his guests’ agreement and consent for all required documents and permissions under these Rules, including, without limitation signing of a release form as required by Donation Campaign Partner, and failure to do so will disqualify her/his guests from participating in any portion of the Donation Campaign Prize.

9. The Donation Campaign Partner may, at their sole discretion and without liability, terminate the Donation Campaign in whole or in part, without notice, or modify or suspend the Donation Campaign at any time, if fraud, technical failures including any network server or hardware failure, viruses, bugs, errors in programming, or communications or any other errors or other causes beyond the control of the Donation Campaign Partner corrupt the administration, integrity or security of the Donation Campaign or if any other factor interferes with the conduct of the Donation Campaign as contemplated by these Rules. 

10. The Public Donation Entities and their respective employees, directors, officers, members, agents, successors or assigns accept no responsibility for loss, damage or claims caused by the awarded Donation Campaign Prize or the Donation Campaign itself. By entering the Donation Campaign, entrant releases and holds harmless the Donation Campaign Entities, and all their respective directors, officers, members, employees, agents, successors and assigns (the “Donation Campaign Group”) from any and all liability for any injuries, loss or damage of any kind arising from or in connection with the Donation Campaign or any Donation Campaign Prize, including without limitation, any death, injury or damage to property arising from the Donation Campaign Winner’s and her/his guests’ attendance at the events. Entrant further agrees that entrant will hold harmless and fully indemnify the Donation Campaign Group from any and all actions, causes of actions, claims and demands whatsoever which may be brought against or made upon the Donation Campaign Group and against all loss, liability, judgements, costs or expenses which the Donation Campaign Group may sustain, incur or be put to resulting from or arising out of any act or omission on the entrant’s part or entrant’s guests, agents, successors or assigns which was done, or purported to have been done, in connection with the Donation Campaign or the Donation Campaign Prize.

11. The Donation Campaign Partner reserves the right at its sole discretion to disqualify any entrant from the Donation Campaign if the Donation Campaign Partner finds or believes such entrant to be tampering with the entry process or the operation of the Donation Campaign, to be acting in violation of the Rules or in an unsportsmanlike or disruptive manner, or with intent to annoy, abuse, threaten or harass the Donation Campaign Partner, other entrants or any other person. The Donation Campaign Partner reserves the right to seek damages from any person who undermines the legitimate operation of the Donation Campaign to the fullest extent permitted by law.

12. The personal information gathered about entrants in the course of the Donation Campaign will only be used by the Donation Campaign Partner and its service providers for the administration of the Donation Campaign to comply with legal and regulatory requirements, and as permitted by applicable law.

13. The Donation Campaign Partner shall not be responsible for any damages for a failure to operate the Donation Campaign in accordance with these Rules in any case where their incapacity to act results from circumstances or a situation beyond their reasonable control or because of a strike, lock-out or any other labour dispute in their company or those of businesses which services are used for holding the Donation Campaign, war, riot, insurrection, earthquake, terrorism, civil commotion, fire, power outage, internet service interruption, flood, accident, storm, epidemic, pandemic, national or regional emergency or any other act of nature.

14. This Donation Campaign is sponsored by The City of Toronto, in conjunction with Toronto Foundation and Rafflebox. This Donation Campaign is in no way sponsored, administered, run, or affiliated with FIFA (Federation Internationale de Football Association) and its member teams.

15. These Rules shall be governed by and construed in accordance with the laws of the Province of Ontario and the federal laws of Canada applicable therein, excluding any choice of law principles that would require application of the laws of any other jurisdiction. Any dispute in relation to these Rules shall be heard before the Courts of the Province of Ontario.

16. The invalidity or unenforceability of any provision of these Rules shall not affect the validity or enforceability of any other provision. In the event that any provision is determined to be invalid or otherwise unenforceable or illegal, these Rules shall otherwise remain in effect and shall be construed in accordance with their terms as if the invalid or illegal provision were not contained herein.
